The second of three controlled delivery practical exercise courses under the Reducing Maritime Trafficking of Wildlife between Africa and Asia project was held in Mombasa, Kenya, from 12 to 17 June 2023 at the Serena Beach Hotel, with field work conducted within a fifteen-minute drive of the venue.
Fifteen officers took part (five each from Kenya, Tanzania and Uganda), supported by thirteen staff and instructors. Participants were organised into operational teams for the exercise; the team name appears on participants' shirts in the photographs from this course.
Controlled delivery is a technique in which a monitored consignment is allowed to proceed under surveillance so that the wider trafficking network, and not only the courier, can be identified. The exercise ran from receipt of information through surveillance, debriefing a cooperating defendant, examination of the chain of custody, and building evidence towards a search warrant.
